Overview
Kèr Bābwisàs was founded durring the early 10th century, by Yoúr Cûfé̄ 'Coco Naughty' Cúchī̄s Ha̋chīnḱ Hā̋ch Wales. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Yoúr Cûfé̄ 'Coco Naughty' Cúchī̄s Ha̋chīnḱ Hā̋ch Wales.
Kèr Bābwisàs was built using the conventions of Tauric durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Kèr Bābwisàs is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Kèr Bābwisàs is is constructed arround a series of narrow paverstone mainstreets which form concentric circles, with smaller strait roads linking the circiles to each other at varrious points. The town posesses a mighty albit amaturly crafted stone wall. It was built using querried stone blocks and posesses all of the standard defencive features, including a few watch towers. While it would last against a siege, the wall's outdated and simplistic construction method percludes the possability of Kèr Bābwisàs weathering a full scale bombardment durring a siege. Astonishigly, the budget focused millitary grade defenses are in pristine condishion, as if they had just been finished before you laied eyes upon them.
Kèr Bābwisàs is not quite well. Something happened here, perhapse recently, perhapse long ago. Whatever it was, it settled into the very soul of the town like a festering wound. The people go about their day well enough, but there’s a tention in the air you can cut with a knife. You get the terrible feeling that whatever it was, the wound it left will simply never heal. This town is as a necropolice.
Civic Infrastructure
Kèr Bābwisàs has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Bābwisàs.

Kèr Bābwisàs has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Kèr Bābwisàs has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Bābwisàs has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Bābwisàs has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Bābwisàs's public wards, blessings, and other arcane systems.
Kèr Bābwisàs possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Kèr Bābwisàs's grid is powered by a direct leyline tap.
Kèr Bābwisàs's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Kèr Bābwisàs has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Bābwisàs has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Kèr Bābwisàs's bank was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.
Due to the actions of local Kami, spring is long in Kèr Bābwisàs.
The Blightspawn near Kèr Bābwisàs are known to be almost tame, such that they can be put to domestic use.
Kèr Bābwisàs's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves drinking to channel Necromancy energies of tier 3 via moments of science.
Economy

History
Almost every community has some problem with bandits and highwaymen, but Kèr Bābwisàs is seriously plagued with raiders. One or more groups of persistent plunderers are hitting the community repeatedly, and they lack the necessary resources to fend them off or protect all their holdings.
In time immemorial, reportedly some time during the late 2nd century the Kami granted the town a great harvest. One of Kèr Bābwisàs's local festivals commemorates this miracle.
